Hi, basically, the way we have our JIRA instance set up is one main project, with each team having a board within that project (the filter query those boards are based on a custom field "development team assigned"). Anyway, I want to capture a control chart with issues from the whole project (multiple team boards). Is there a way to do that? Most other reports have an option to choose the project or filter before running the report but this one I'm only seeing the "quick filters" option to customize it other than time period and issue status. It's really important I can track this project as a whole rather than individually by team like my boards are set up.

As you mentioned, you have one project but multiple boards for different teams. The Control Chart report belongs to a specific board, and not for the entire project.
So you might consider testing this: create a new Kanban Board with a filter that contains all of your teams, just for report reasons.
And then you can try to run it and see how it goes. You can even consider creating quick filters under this new board to make things easier :)

You could also try our app Great Gadgets for Jira Server or Great Gadgets for Jira Cloud.
One of the 10 dashboard gadgets included is the Control Chart gadget, which is based on a Jira filter.
