Hello beautiful people,
I was looking for an answer for cross-organizational collaboration for JIRA.
Today I have JIRA Application links and invited an external Organization's User (paid) to my Organization's one of the JIRA Boards and noticed it increased 1 JIRA License at my Organization.
For example,
My Organization is ABC and Board is 'QA', I have invited Organization XYZ's user1@xyz.tld (paid) to collaborate ABC company's QA Board, it increased 1 User License.
Question is does it supposed to increase 1 License at my ABC company as XYZ is already paying for user1@xyz.tld?
Please reply as I really need to collaborate other ORGs with my ORG without paying extra User License at my ORG as collaborators are already paying for their ORGs User License.

Licensing works per Site. So even if you have multiple Jira Sites in your Organization and User1 is working in all sites, he would be seperately licensed and paid for.
One Org has even less to do with another Org, therefore an increase in license count when adding users - regardless of their Org or other Jira licenses - is the correct behaviour.

No. You cannot share Boards between sites. You can share issues publicly (which is probably nothing you'd want) or use Issue syncing Apps like @Matthias Gaiser _K15t_ suggested. There are multiple Marketplace Apps available.

@Rebekka Heilmann _viadee_'s answer is correct.
If you want to collaborate with other organizations without increasing your user tier, I recommend to check out issue sync apps. With these apps you can define a set of rules to select which issues should be synchronized between a project of your instance and a project of the other instance. You can then both work in your Jira as you'd usually do and the syncing app will make sure your changes are synced between the instances.
