In my project, I created 2 custom Issue type, with custom field.
I'm trying to created associated screen for issue creation (because some of the custom field can only be filled while the issue is being dealt with).
According to the Jira documentation, this should be possible. However, I don't have the menu in my project configuration that allows me to do it (see below).
What am I missing ?

Based on the screenshot, this looks like a Team-managed Project - is that correct?
If yes, Screen configuration is per Issue Type via the "Issue types" menu option you've circled. Click into it, and select an Issue Type to see its current screen/fields setup.

At this stage, it's not possible to have a different create issue screen to edit/view in Team-managed however.
If you want to do this, you'll need to create a Company-managed Project instead, allowing you to have a different screen per issue operation.

This is a team-managed project you are showing, correct?
The configuration to have different screens for different issue types and at different points in the issue lifecycle (creation, edit, view) is available only for company-managed projects.
This is explained a little bit here, https://support.atlassian.com/jira-software-cloud/docs/issue-types-how-do-team-managed-and-company-managed-projects-differ/ , but not in depth. Basically, in company-managed projects, you can create these configuration schemes like the Screen Scheme, Issue Type Scheme, etc which can be reused, where in the team-managed, you don't have this possibility as the configuration is specific only to this context.
Bottom line is you can, from the Issue types menu you are highlighting, make some fields mandatory, it's just not possible to specify for what operation they are mandatory, you either have to fill it in or you don't -
