We are about to start a joint project with one of our vendors (DPA is in place). I would like to have a shared Jira Project so both IBM and the vendor's squads can work together, assign sprints, see dash boards etc..
Is it possible to add people for Jira@ibm outside of IBM?

You can add anyone you need to, and how you do it depends on how you manage your Jira users.
If it is just a cloud instance where Atlassian manages the users, then you can just invite them as you would any IBM users.
If you use an AD, then you need to add them to your AD to provide access.

You should always check internally first and not just BISO and CISO, but also if there is anything at risk of being exposed that you do not want to expose. You should also check if this joint project have anything that could cause legal issues or damage you financially if exposed.
I have worked with companies that sometimes spin up separate Atlassian systems just for a project or program to ensure it is not leaked. Then they merge that into the standard Atlassian setup when appropriate.
