My team (3 devs, 1 QA tester, 1 designer) is moving to scrum-based sprints next week. We are planning on having a 2-week sprint. There are two projects we would like to work on. My question is, can we run two separate sprints for each project, each with their own scrum board, but have the same devs work on both projects?

Yes, Jira allows team to do that.
And, as the team will be splitting their capacity across multiple sprints, the forecasting and reporting that Jira provides may be less valuable to you. The team may have struggles with focus, and knowing what to work on "now" versus "later". This may make completing items, sprint planning, and deciding on team improvements more difficult.
Perhaps have a discussion with your team's scrum master or agile coach about alternative ways to handle work for the different needs.
