I am looking to send/assign, a new jira user, training materials when they sign-up/are invited to our jira instance. Can you create a 'saved' customize invite email? or an automation that creates a ticket assigned to the new user with the training materials?

Currently that is not possible, automation doesn't have a component that checks for new users.
If you are creating your new users via the REST API you could have an automation that has an incoming webhook that you can trigger once the user is created and assign the issue to them that way.
