Can no longer add watchers to issue

I have changed nothing but all of a sudden, I can no longer add watchers with full admin rights.  What happened?

can you double check that the global permissions (especially the browse user permission) is correct (https://confluence.atlassian.com/jirakb/jira-user-cannot-add-watchers-to-an-issue-390496933.html) as well as that the project permission is right (Manage watchers right, https://confluence.atlassian.com/adminjiraserver/managing-project-permissions-938847145.html)
