Can Jira admin able to see the team-managed projects that are created by users whith Private Access?

The statement from @Nikola Perisic is not completely correct.
Jira administrators (anyone with the Administer Jira global permission) always have access to your project's settings and even when a project is private, Jira admins can see it in their project directory or its issues in search results.
So visibility and access to project settings is always there for admins, they can't see, edit or create the issues in a private project they are not added to.

In jira, Jira Administrator only have the permission to look around the entire instance, Including visibility into varous projects and configurations.
If the ability of Jira Administrator has the correct permissions and configured with correct permission within the instance it doesnt matter if its Team or Company Managed Projects nor if its Private or Public.

Only the admins and people that have been added to that project will be able to view, create or edit the issues.
If the admin has not been added to the project, they won't be able to see it, until the access level is changed.
