I'd like to be able to more quickly switch back and forth between tasks/sub-tasks sometimes. Right now, if I open 2 browser windows, the Tracker is running on both.

I assume you mean the tracker that you can start to count the time you've spent on a ticket?
From what I understand it's not possible to track time against multiple issues at the same time.
From a time tracking point of view it makes sense that you cannot be working on 2 issues (no matter what type they are) at the same time.
What indeed would be great is that you can have multiple trackers running and if you start one of them the others pause so you can switch easier between tasks.
Sadly right now that's not possible and I'm looking through the suggestions currently in the system and cannot find one for it.
I might suggest opening an issue for this through support (https://support.atlassian.com/contact) and they can create a public suggestion for it.
I was also unable to find a good app for it but you might review the marketplace yourself to see if anything fits your need.
