Can I buy ActionableAgile for just 10 users at $10/month?

We have about 600 Jira users but I see a flat rate option here for just 10 users. Can I buy this for my company for just 10 people or does it have to be for everyone?

No, any app that you want to use has to match the licensed user tier for Jira. Even if fewer users want to use the app than your Jira license, the two licenses must match exactly. If you check the pricing tab in the Marketplace listing there is an FAQ that explains this.
