When an issue is created or transitioned, am I able to assign it a member of a group?
With Automation for JIRA it is possible to define a list of users that can then be used to assign an issue to. You can populate this list via group selection.

There is a plugin called "Round Robin Assignment for JIRA & JSD" having different round robin strategies. This plugin is able to configure per issue type round robin strategy

With smart assignment for jira, you can easily assign the issue based on the least issue count or remaining estimate. You can also select custom field value to decide the assignee. You can give it a try.

Actually this functionality is available for free in the Lite version of our add-on.
The Server version is being released very soon and Cloud version is already available.
There is a 300 rules per month limit in the Cloud offering as we host this and incur costs.
Hope you can try it out.
