Are you trying to add Subtasks to an existing issue?
The minimum information you are required to have in a CSV file is Issue Type and Summary. If you are trying to import data to make subtasks in an existing issue you will also need a field to have the parent issue's issue key. If there are required fields for your issues, those will also be required.

So one more question...is it possible to create sub task of issue through CSV file import who doesn't have jira admin rights ?

In the documentation( provided by you ) I can see that user with global permission can do this

The Jira Administrator global permission is required if you want to run the External System Import option.
However, as also noted in the documentation if you are not a Jira Administrator you can still import issues from CSV using the Bulk Issue Import option.
