Hi,
I'm trying to create a bug tracking project in Jira Software but it seems to be managed by Jira Admin. I don't understand the reasons behind this.
This is the message "Your Jira admin is responsible for creating new projects using this template. Contact them for assistance."

In Jira Cloud there are two types of project "architectures"; Team Managed projects and Company Managed projects.
Team Managed projects are stand alone projects where the Project administrator can customize the project without affecting any other projects in the system. The customizations in a Team Managed project can't be shared with other projects.
Company Managed projects use configuration files that can be shared with other Company Managed projects. Because that those files may be shared, changes to them can impact other Company Managed projects. Because of that possible impact, only Jira Administrators are allowed to create projects of those types and manage the configuration files.
Some project templates can be used to make projects of only one architecture type or the other. In this case the Bug Tracking project template can make only a Company Managed project, and so can be created only by a user designated as a full Jira Administrator.
