The billing admin is inactive in my Atlassian account; how can I assign a new billing admin?

To add a billing admin:
From the left navigation, select Billing admins.
Select Add a billing admin.
Enter the email address and select Add admin.
To add multiple billing admins for the same account, they must be added one at a time. You can’t add a distribution list.
Yes, that is the issue. The billing admin has long gone from the company; his user is inactive, and he was the only one; how can I fix it now?
