The issues status is Open and in Progress. But in the bar chart, it is displayed in Green and shows as Resolved
Is the issue resolved though? In Cloud, this is indicated on the main issue view by a green tick next to the status, and a word (eg. Done).
If yes, the issue is resolved even if it's not in a "Done" status.
This usually means you have the ability to reopen issues in your workflow, but you haven't added a post function to "clear" the resolution field.

Issue is not resolved. It is in Open status. I could see a To Do green tick mark next to the status

The Status and the Resolution are separate fields:
This issue is resolved as "To Do", but this isn't a resolution based on the normal definition of the field.
I'd recommend removing this resolution from the issue and the workflow, and using resolutions only when an issue is closed/done. Otherwise, the bar chart will not work as you need it to.
