Are users who only have access to Jira work management able to create and view tickets in JIRA software? What are the restrictions a user would have if they only have access to JIRA Work Management and no access to JIRA cloud?

It all depends on how you permission scheme looks like. The default one allows anyone that have access to your instance, in this case your JWM users, to browse and create issues in a Jira Software project.

If you by Jira Cloud mean Jira Service Management then the answer is different. In that case anyone that is added as a customer to that project can submit tickets, but only via email, the JSM portal or Slack/Teams if that is enabled.
