Is there a way to restrict actions to certain group of users after a ticket is approved?

Yes. You can use workflow properties to restrict a list of actions to certain types of users. 

Permissions / actions include:

  • viewversioncontrol, viewworkflowreadonly, create, edit, transition, scheduleissue, move, assignable, assign, resolve, close, modifyreporter, delete, link, setsecurity, viewvotersandwatchers, managewatcherlist, commenteditall, commentdeleteall, commentdeleteown, comment, attachdeleteall, attachdeleteown, attach, worklogeditown, worklogeditall, worklogdeleteall, work.
