What are the required things while creating project in jira instance?

I don't understand your question. Have you created a project in Jira before? If you simply click on the create project button the software will walk you through the process.

I know process and I created project earlier so now I want know what essential things need to ask to customer while creating project? Is there any important thing be need to focus on that?

You basically need to understand how the customer intends to use the project. Questions to ask...

• what is your workflow
• who needs read & write access
• what type of reporting is needed
• is this software or business process
• agile or Kanban 
• are there requirements for auto-assigning issues
• What do they want on the create and edit screens?
• are there required fields
• are there conditions for who can transition issue to various statuses or are there certain field criteria for transitioning issues
• etc...
