Ability to hide apps for certain user groups

Hi! I'm a new admin at an organization that uses Jira primarily for Dev but recently for other depts as well. The dev team has quite a few apps installed that are critical to their work, but just create clutter for every other dept. Is there a way to hide the items in the screenshot boxes for certain user groups who don't need them?
