Jira does not have conditional filters like that.  If you think about it, this particular case sort of breaks what a filter is for - you usually want to ask one question "show me data that matches", not several.  If you want these two, your only option in Jira is two separate filters.

i have 12 epic links. thats why I was lookign for conditional statements
