how to give write access for other users

Hi

 

I have downloaded the Jira software in localhost and give them access to the user but Second user not acces the url.Please give me advise

localhost always means "the computer I am on".  If you want someone to use a Jira installed on your machine, you have to give them the url for that machine, not an url for their machine. 

At its simplest, just hand them the IP address of your machine (and bear in mind it could change if there's a dhcp renewal) - http://aa.bb.cc.dd:8080
