Unable to Add users to the project?

I have admin access in the project and would like to add two more users into the project who have already created their account. But I have the error message "You can add users who are already signed in the web site. If you'd like to change these settings, please, contact administrator of web site"

@Valeriia I assume you have added local users. Please check Project permissions. If you have user roles set, please check if the users are added to appropriate roles.
