Why is it that creating a Business Project doesn't allow for a Board?

I created a business project wholly expecting that I would see an option to create an agile board board yet that was missing. I'm quite puzzled by this as agile methodologies are not exclusive to software development so why 'deny' the business that option. I was able to solve this 'problem' by

  1. Create a board outside of the project and then create a link to the board from within the project.
  2. I also discovered that the board options would appear if I change the project from a 'business' project to a 'software' project. 

But this seems like Agile boards should be available so why aren't they?

In Jira, agile option (board, agile report...) are tied to the software project type. So as you discovered you need to use this type of project if you want agile board.

the tool is design like this, may be there is an feature request to allow business project to have agil tool by default.
