Hello, Can I give a permission to project managers for creating projects and limit administrative permissions?

There is no way to limit Jira Admin Permissions and allow project managers to create the projects, this question has been answered here in detail - Create project permissions

Actually, for JIRA server, you can do this if you're willing to buy an app. We used this at one of my employers.
