I'm in a Team Managed Jira area see the screenshots.
I want to make sure that he assignees of issues or projects gets notified when something is assigned to him.

I am the only one who has set this up so I should have Admin rights. If I don't, I am not sure why I wouldn't as I am the only one who has ever been the admin. But this software is so complete and the UX needs some work to make it clear about what to do and how that I'm very lost.
I've spend hours in this and am making only very slow progress.
