Is there anyway to clone issues to another project without paying for a plug in?

I need a way to create a template of issues for a number of projects but I can only find paid for plug-ins which will be attached to each license so this becomes a ludicrous amount of money when only 3 people would need to use it. I've also found a way of importing a CSV file but if there are sub tasks we will need to change all id's to be unique every time which again is time consuming.

Are there any free plug ins that do this?

Any help would be appreciated.

Is there a way to clone issues? I can only find project level but this doesn't take over the issues.

I have found how to clone an individual issue, so this might have to be the way to go if you can't bulk clone

There are free plugins which will allow you to Bulk Clone issues:

https://marketplace.atlassian.com/apps/1210727/bulk-clone-basic-for-jira

If you used this you could then do a bulk move to the new project after cloning.

This is embarrassing that this product does not perform this basic functionality. Tracy I feel for you - having to search through apps and deal with extra installs for one operation that was around in VisiCalc or excel spreadsheets form day 1.

Not sure I follow the product manager or marketing specialist on this one.
