Is there a way to lock an issue in a column until a criteria is met?

I am trying to find a way to have an issue not be able to be moved to next column until the description part in the issue is filled. Say there are 5 columns, the ticket should be able to be moved across column 1 to 3 even without Description but no one should be able to move it to column 4 unless it has its Description field filled with at least say 25 characters.

Is that even possible?

Yes, the is possible. You can add a Validator to the transition to the status in question that requires the Description field to not be empty. 

Go to Settings > Issues > Workflows

Search for your workflow and select Edit

Click on transition that you want to set the validator for. Click on Conditions in the popup to the right.
