(How) can I create custom role in next-gen project?

I found an article about this here: https://confluence.atlassian.com/jirasoftwarecloud/manage-how-people-access-your-next-gen-project-982321983.html

and there is a section titled "Create a role in your next-gen software project".

However after following steps there is no step 3 option "Create custom role."

What is the reason I can't find that option.

I have a Standard Jira Software plan (not free nor Core). 

What could be a problem?
