Hi, I would like to stop reporters from receiving notifications based on certain events (Ticket moved from Progress to Done, for example (real example))
When I remove reports from the notification scheme settings and even when I remove the notification scheme completely they still receive notifications.
Any help would be appreciated, thanks!

Do you have problem with all issues in your project?
If problem with only one issue, maybe user also set as watcher?
Do you removed “reporter” from “issue resolved” event?
I agree with @Alexander Bondarev
I will add that you should consider using notification helper to check when a user is notified.
It shows you various events and if user is notified based on the notification scheme.
Can you also confirm if you are using Jira cloud or server and if cloud is this on a next-gen project?

Do you have global admin permissions?
If yes, check the workflow transition (that means “resolve transition” to your processes. Maybe you have any custom post-functions there?
And second one - check your project automation rules. It can also send email on any triggers.
