Can we tweak Jira core server to add options like uploading a file?

I am a developer and I want to integrate Jira cores' service to my web application.

I wanted to know if in any case we can tweak Jira's code to add file uploading and processing options and customize dashboards as per our needs?

The right to attach files is granted via the project permissions.

The ability to customise dashboards is global, everyone can create and amend their dashboards.
