One of our staff is defined to several projects, both service desk and software, still shows as member of those, but all of a sudden yesterday started receiving this error message. Thoughts?

Well, SEEMINGLY changing on their own! :) Permissions are all set correctly, so maybe something else changed somewhere else then! And odd he is the only one affected, few groups used here, most are all set up the same. But thanks for all the leads!

They do not change on their own :). Check your audit log to see if any permission schemes were edited, or anything in the user manager. Also, if you're using SSO the user might have been removed from a group that contained a licenses or permission for the project.

The best thing to do in this situation and utilize the JIRA Admin Helper. The permission for the project that you're looking for is the 'Browse Project' permission. Since you also mentioned Software and Service Desk applications, make sure the user also has a license to use each of those programs as well. See Managing application access.
