Unable to create sample project

I am unable to create a sample project because, when I click on the Add (+) icon, I do not get the option to create a "Project."  I only get "Issue" and "Page" options.  So, due to this, I am unable to even begin to start up a sample project.  Can someone advise on what the problem is, please?

Thanks for the reply, Victor.  I am a Jira Administrator, but not a Jira System Admin.

Do you mean I must be a System Admin?  Because, if so, I do not see how that would make sense.  The purpose of a System Admin granting Admin creds to other managers would be defeated by requiring those managers to have System Admin credentials as well.

You've to be a jira admin to be able to create a project.
