Need to track incidents and bugs with stakeholder notifications

Hi All,

We provide digital services to clients via internal teams. For instance, we might build a product for team 1 that is available externally but 90% of feedback comes via the team and not the users. 

We use Jira for all development at the moment. 

We want to be able to create incidents, for example when something becomes unavailable, and these incidents will automatically alert the stakeholders of the particular team who manage the product in question. They would also get other notifications as the issue is identified and finally resolved.

It would also be good for us to manage bugs and bug status through this system too so that bug reporters can see status and progress.

Note that I don't necessarily want people being able to log into Jira as I think its a bit heavy for people who just want a status update.

I'm hoping there is an Atlassian product that offers this functionality.
