You need to add a screen to your transitions to any closed/done/resolved status. This is done by editing the workflow. You need to have admin permissions to achieve this. This document might help - map-a-screen-to-a-workflow-transition-in-jira-server
Assuming you add the screen to the transition as Jack says, you will also need to make sure your people have "comment on issue" permission in the project.
