Hi folks - In JPD we know there are two kinds of users: Contributors and Creators. It appears that all Creators have permission to change the workflow, custom fields, etc. Is there a way to restrict a Creator's ability to alter JPD project settings?

Welcome to the Atlassian Community.
All the creators couldn't perform these operations like changing workflow, custom fields, etc, The user role who has "Admin" access can perform these. You can follow the steps given by @Alex Ortiz to setup the proper role as a creator or contributor. Please check the user role and permission on site level to check why he/she able to perform above mentioned operations.
You should be able to go the project settings of your JPD project.
Go to Access.
Once there, you have 3 roles. Administrator, Creator, and Contributor.
If you don't want someone to have "administrator like" privileges, make sure their role is either Creator or Contributor. Only give the role of Administrator to the individuals that you do want to be able to modify the workflows.
