HOW do I update the actual hours on a subtask and why can I update the estimated hours?
No idea. We're a community of end-users of Atlassian stuff, and most (or all) of us have no knowledge of how you (or rather your co-users) have configured your system. You'll probably need to ask one of the other people who use your system what the board is for and why they've shared it with you.
You can update estimates because some places find it useful to do.
