Is this a ticket in your JIRA instance? You will have to contact your jira administration team to check on this. Could be a permission or restriction issue.
It is a JIRA in a workstream that I regularly work. How would I contact my JIRA administration? Is there an email address?

@Nicole Edge , If you can find the 'contact administrator' option in the site , try that. Otherwise i would advice you to reach your IT service desk asking for the JIRA team contact.
We are atlassian community can help jira general queries but your question is specific to your setup which can be only helped by 'your' jira admin
