JIRA admin Regression Testing

(Pardon me if this has been answered in a different context)

But here is my situation.
We are planning to deploy Jira to AWS and have to prepare for regression testing for 2 cases:

These two type of changes will need to be regression tested

1. Continuous deployment of Jira along with NO change in existing Jira version, Configuration and Addons on AWS VPC however, hosted on NEW AWS AMIs/infra as per mandate

2. Continuous deployment of Jira along with any change in Jira versions, Configurations and Addons on AWS VPC WITHOUT any changes to AMIs/infra

Focus will primarily be on critical API/features/functionalities which should not but impacted by any sort of changes.

So my Qs are:

1. Is there a list of such base Features/APIs which we should start off with to test successfully and pass to guarantee a new deployment

2, What is the best Automation Tool - Selenium? or JMeter?

3.  How can I start to develop a Regression Test Suite and expand it to have flawless and guaranteed deployments/upgrades
