I need a way to create a template of issues for a number of projects but I can only find paid for plug-ins which will be attached to each license so this becomes a ludicrous amount of money when only 3 people would need to use it. I've also found a way of importing a CSV file but if there are sub tasks we will need to change all id's to be unique every time which again is time consuming.
Are there any free plug ins that do this?
Any help would be appreciated.
There are free plugins which will allow you to Bulk Clone issues:
If you used this you could then do a bulk move to the new project after cloning.
I can't recommend one I'm afraid, but the Bulk Clone seems to be popular and have good reviews. Also not that pricey for the Professional version, which allows you to move to new projects too:

I suggest you trial each one and see which you prefer.
This is embarrassing that this product does not perform this basic functionality. Tracy I feel for you - having to search through apps and deal with extra installs for one operation that was around in VisiCalc or excel spreadsheets form day 1.
