In the New JIRA view, where can I find the "Viewable by...." selection for new comments?

In the new JIRA view, I'm unable to find a selection where I can choose who is able to see the comment, aka "Viewable by...." selection.  Where is this selection now?

This is not possible at the moment: Comment restriction is missing from the new issue detail view.

The only workaround is to disable the new issue view in your personal settings (https://<yoursitename>.atlassian.net/secure/ViewPersonalSettings.jspa):
