I don't know how to plug into the project

I saw the following website in a textbook: such as

http://www.csosp.org:8080/projects/Ubinos_public/wiki/ubitools_v2_setup

I was prompted to log in when I wanted to access the site but I didn't see any buttons about creating an account. The tools in this website are very important for my study, may I ask how can I access this website?

You will need to get in touch with the administrators/owners of the Jira you have tried to use, so that they can create an account for you.
