How to. Locking down fix version and/or Sprint values?

I use JIRA Service Desk to allow users to report issues. If a problem needs a deployment fix we move the ticket out of our service desk to a different project.

We have inherited a problem with Where users who move these tickets to our backlog are self assigning a fix version and sprint value without following department process.

Is it possible to restrict people from assigning fix version or sprint to a ticket?

Unfortunatelly, i can't think of a way doing that in cloud.

In Server you can do it because you have more options to play around... (using 3rd party add-ons)
