We have a possibility to create components in Jira, but can't to connect issues to these components. Even when I created a new issue I can't to connect it too.
You'll have to verify that your create screen has Component/s(System Field) field
And then if you already created components in your project either during create or during edit issue you can add/link those components to your issue through "Component/s" field
