Theme and Initiative shouldn't be "premium" ticket-types

I get the effort to monetize JIRA more, but 'theme' and 'initiative' are concepts independent of advanced functionality. It's too expensive to go from Standard to Premium just to get this concept. Seems very greedy of Atlassian. What's everyone's thoughts on this?
