restrict attachment

when creat issue, Attachment Type must be Excell.
How do Apply this restrict?

You can't.  You'd need to hack code into the products to check and reject at upload time, which would be ugly and painful for your users.

What is the logic behind such a bad idea?  If anything, you should be importing from excel, not attaching them.
