The activity feed is stupid.  We cannot disable it.  It exposes proprietary information of a company that should remain proprietary.  I guess these days programmers believe that everybody needs to show their underwear in public because of the Facebook culture.

@ITS Manager Activity Feed will only show a user the spaces and pages they have access to. If a user has access, what is your concern about showing in the activity feed - which provides insight into the Confluence site activity and can actually direct them to content that is useful to them?

Perhaps your admins need to take a closer look at the way privileges are assigned in your organization?

I agree with @Andy Gladstone . It is not the activity feed that is the issue here, but rather what is being put into Confluence and the way permissions are....not being controlled.
