is it possible to define, that Links to an other Cloud Site or a external Website, can be open in a new Tab?

That looks like it's for Confluence Server, not Cloud?

I don´t understand the discription. Where can I find the "Custom HTML" and on which position must I paste the URL/Link for opening in a new window?
