Links don't render when logged out of Confluence (public view)

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
When logged in, a reference link looks like a text link in a box. But when not logged in, it is a URL string.
I could not find an existing issue but there have been link rendering issues:
