Invalid date format in Confluence Server 7

There's a problem with date format in date picker and lozengers in Confluence Server 7. The root cause for it is that system locales are not initialized properly on startup. To fix comment out the -Djava.locale.providers=COMPAT,SPI option from Confluence setenv.sh file and restart Confluence
