Could you please clarify how the process of upgrading of Confluence Standard Year subscription to Premium work? If I purchased 20 accounts for Standard Confluence Yearly subscription to and after 4-5 months it is decided to move to Premium?

JIRA subscription billing is based on the user tier at the end of your monthly billing cycle. In Annual subscription, it works in the same way, but with a discount of two months per year in your subscription.
That being said, let's suppose that you have 8 users on your company and have subscribed for an Annual subscription on April 19th for the 10 user tier. Then on May 23rd, you decided to add 3 new users, updating your billing for the 15 user tier.
You'll be charged for the 10 users tier in April and May, however, in June you will be billed for the 15 user tier and so on., always remembering the discount provided by the annual subscription.

The question was more about changing billing plans. Could you please clarify how it works if I purchase Standard Jira (annual subscription) on April 19 and then want to switch to Premium on May 23?

It happens as I mentioned in my example, in this case you will be be charged for the Standard Jira in April and May, however, in June you will be billed for the Premium and so on.
